Position: Emergency Medical Technician (Paramedic)
Grade/Series: GS-640-09
Location: Federal Detention Center, Philadelphia, Pennsylvania
Number of Vacancies: Three (3)

Duties: The incumbent is the first responder at the scene of sudden illness or emergency. The incumbent must be able to assess the situation and determine the nature, extent, and seriousness of the emergency. He/she provides treatment as prescribed by protocol or appropriate guidelines, and must be able to perform venipuncture, obtain patient vital signs and perform emergency triage. This position is located in a federal prison and requires the performance of collateral correctional duties. This involves direct and frequent contact with inmates.

Qualification requirements: Per Qualification Standards Operating Manual, Group Coverage Qualification Standard for Technical and Medical Support Positions, GS-640 Series.

All applicants must have and provide a copy of current state EMT-Paramedic licensure that permits them to:

- Perform Cardio-Pulmonary Resuscitation (CPR)
- Operate, with protocols, emergency medical equipment such as EKG's\telemetry\defibrillator\suction.
- administer emergency medications, with protocol
- initiate, with protocol, emergency intra-venous (IV) therapy

General Experience: None

Specialized Experience: At least one (1) year of experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized experience must have provided a knowledge of:

• Practical knowledge of the major body systems, i.e., skeletal, muscular, nervous, respiratory, circulatory, digestive, and genitourinary. Knowledge of diagnostic signs, e.g., pulse, respiration, blood pressure, temperature, pupils of the eyes, skin color, state of consciousness, reaction to pain and light,

• Ability to select from a variety of protocols which is appropriate under the circumstances. Ability to provide treatment prescribed in the protocol or current guidelines and make modifications within prescribed limits.

• Must be knowledgeable in the use of various medical emergency equipment such as EKG, telemetry, defibrillator, suction; administer emergency medications and initiate emergency IV therapy.

In addition, applicants will be rated on the following elements:

1. Ability to communicate orally (001)
2. Knowledge of emergency medical practices and procedures (025A).
3. Ability to use emergency medical equipment such as EKG's, defibrillator,
suction etc. (184)
4. Ability to communicate in writing (002)
5. Ability to work in a correctional environment. (366)

This includes the ability to: communicate effectively, both orally and in writing; plan and carry out assignments effectively; and pay attention to detail.

CREDIT FOR UNPAID EXPERIENCE: Credit will be given for unpaid experience or volunteer work such as community, cultural, social service and professional association activities on the same basis as for paid work experience. To receive proper credit you must show the actual time such as number or hours per week spent in the activities.

BASIS OF RATING: Applicants will be evaluated on the basis of their demonstrated experience and education as it relates to the duties of the position. It is the candidates full responsibility to include all requested information on their application (whatever form is utilized) and provide all necessary documentation that is needed to evaluate their qualifications and determine if they meet all requirements for the position. If there is insufficient information, the candidate will be found not qualified. All candidates must pay expenses to the interview site and to their first employment location.

In accordance with Public Law 100-238, initial appointment to law enforcement positions must be made prior to your 37th birthday. Therefore, you must indicate your date of birth on your application. If you have reached your 37th birthday, you must submit a copy of Standard Form 50 showing initial appointment to a civilian law enforcement position covered by special civil service retirement provisions.

All appointments are contingent upon successful completion of a three week training course "Introduction to Correctional Techniques" at the Federal Law Enforcement Training Center in
Glynco, Georgia.

Appointment is subject to satisfactory completion of a background investigation and urinalysis.
